الملخص
تهدف هذه الورقة إلى إبراز دور تطبيق معايير الحكم الرشيد في الحد من الفساد وتحقيق التنمية المستدامة في اليمن، كون الحكم الرشيد يمثل جوهر العملية التنموية للدول والمجتمعات المتقدمة. ويستند الحكم الرشيد في الأساس على مبدأ الشفافية والمساءلة والكفاءة والفعالية من أجل رفع قدرة وكفاءة الدولة وجعلها أكثر قدرة وفعالية لتحقيق العدالة الاجتماعية والنمو الاقتصادي ومن ثم تحقيق التنمية المستدامة في جميع المجالات.
ويمثل الفساد بجميع أشكاله أحد أكبر عوائق التنمية المستدامة في اليمن، وسبباً رئيسياً لإهدار موارد الدولة والحد من الاستثمارات الأجنبية، وبالتالي اتساع رقعة الفقر والفقراء وغيرها من الأثار المتعلقة بعدم بتحقيق التنمية المستدامة.
وتعد اليمن من أكثر دول العالم التي تواجه تحديات كبيرة في طريق تطبيق أسس ومعايير الحكم الرشيد للحد من انتشار الفساد في جميع المؤسسات والدوائر الحكومية، ومن أجل تحقيق التنمية المستدامة وتحقيق أهدافها.
وقد خلصت هذه الورقة إلى أن اليمن يعاني من عدم تطبيق وتفعيل معايير الحكم الرشيد وايضاً استشراء الفساد في المؤسسات والدوائر الحكومية، الأمر الذي أدى إلى توسع دائرة الفقر وتدني معدلات التنمية بشكل كبير.

The impact of applying good governance standards in reducing corruption and achieving sustainable development in Yemen

Abstract
This paper aims to highlight the role of applying good governance standards in reducing corruption and achieving sustainable development in Yemen, since good governance represents the core of the development process of countries and societies. Good governance is based on the principle of transparency, accountability, efficiency and effectiveness in order to raise the capacity and efficiency of the state and make it more capable and effective to achieve sustainable development.
Corruption in all its forms is one of the biggest obstacles to sustainable development in Yemen, and a major reason for wasting state resources and limiting foreign investment, and thus the expansion of poverty, the poor, and other effects related to the failure to achieve sustainable development.
Yemen is one of the most Arab countries facing major challenges in the field of implementing good governance and combating corruption in order to achieve sustainable development and achieve its goals at all political, economic, social and environment.
This paper concluded that Yemen suffers from a lack of implementation and enforcement of good governance standards, as well as a rampant corruption, which has led to an expansion of poverty and a significant decline in development rates.
