الملخص
الفيدرالية هي نظام سياسي يفترض واقع تنازل عدد من الدول او القوميات الصغيرة في غالب الاحيان عن صلاحياتها وامتيازاتها واستقلالها لمصلحة سلطة عليا، والعراق بعد العام 2003 شأنها شأن الدول التي رغبت في تضمين دستورها الدائم لعام 2005 هذا النظام، اذ تقوم الدولة العراقية على نمط جديد مفاده تحول العراق من اطار الدولة البسيطة الي اطار الدولة المركبة، ولهذا تم تأسيس النظام الاتحادي لوجود تنوع في المجتمع العراقي لذا يحتاج الى اطار حكم ديمقراطي اتحادي يحافظ على حقوق جميع مكونات الشعب بعد سنوات من الحكم الفردي .

The Federal Experience in Iraq and its Obstacles

Abstract
Federalism is a political system that assumes the reality that a number of countries or small nationalities often concede their powers, privileges and independence in favor of a higher authority, and Iraq after 2003 is like the countries that wanted to include this system in their permanent constitution of 2005, as the Iraqi state is based on a new pattern that says Iraq has shifted from the framework of the simple state to the framework of the complex state, and for this reason the federal system was established because there is diversity in the Iraqi society, so it needs a framework of democratic federal rule that preserves the rights of all components of the people after years of individual rule.
