الملخص:
إن الجريمة المنظمة العابرة للحدود من اخطر المشاكل الأمنية التي تواجه المجتمع الدولي مما جعلها جريمة العصر الحديث، وذلك لمواكبتها للتطور الهائل الذي شهده العالم في كافة المجالات العلمية والتكنولوجية، وهي نتاج سياسة الانفتاح العالمي مما أدى إلى انتشار آثارها على نطاق واسع بين الدول، ومما جعلها من الموضوعات الساخنة المتداولة في المحافل الدولية والمؤتمرات الإقليمية للبحث عن الصيغة المثلى لمواجهة جسامة الأضرار والأخطار المترتبة على تزايد نشاطها وانتشاره في كافة أنحاء العالم والعمل على مكافحتها عن طريق أساليب الأمن والتعاون الدوليين .
