الملخص
بعد مفهوم التعاون الاستراتيجي بين روسيا الاتحادية والصين وذلك راجع الى التطورات والتحولات التي طرأت عليه فهي نابعة من التغير والتطور الملازم الواقع العلاقات الدولية الذي يتميز بالتعقيد والتشابك وعلى وجه الخصوص مفهوم التعاون، وبما أن النظام الدولي لا يملك سلطة مركزية فان من حق أي عضو أن يحصل على ما يستطع لنفسه، وهذا ما جعل الدول تسعى نحو القوة، فالقوة هي وسيلة ولكنها غاية والحديث عن القوة الناعمة في إطار السياسات العالمية دون وجود للقوة الصلبة حديث لا طائل من ورائه فالدولة لا تستطيع ان تتخلى عن قوتها الصلبة من اجل التحرك والجذب وان تحقيق القوة الذكية الناجحة يتطلب إدراك أن القوة الصلبة ضرورية، ولكن لتعظيم تحقيق المصلحة القومية يحتاج المزج بين القوتين الصلبة والناعمة وهذا ما سندرسة في التعاون العسكري والاقتصادي للقوتين الروسية والصينية.

Abstract .After the concept of strategic cooperation between the Russian Federation and China, and this is due to the developments and transformations that occurred in it, it stems from the change and development inherent in the reality of international relations, which is characterized by complexity and intertwining, and in particular the concept of cooperation, and since the international system does not have a central authority, any member has the right to obtain For what he can for himself, and this is what made states seek power, for power is a means but an end, and talking about soft power in the framework of global policies without the presence of hard power is useless talk, because the state does not seek power and gives up its hard power in order to move and attract, and achieving power Effective smart power requires realizing that hard power is necessary, but to maximize the realization of the national interest, a mixture of hard and soft power is required, and this is what we will study in the military and economic cooperation of the Russian and Chinese powers.
