الملخص:
يتناول البحث مفهومين أساسين، إذ يقصد بمصطلح ظهر حديث هو “تحالف الحضارات”، بأنه محاولة خلق بيئة من التسامح والاحترام المتبادل، وتعزيز السلم والاستقرار العالمي بين جميع الشعوب. أما مصطلح “القوة الناعمة” فهو يتمثل بالثقافة والتعليم والاقتصاد والدبلوماسية العامة والفن والرياضة، ويمكن لدولة قطر تحقيق أهداف سياستها الخارجية بشكل فعّال من خلال القوة النعمة هذه. وتكمن اشكالية البحث هذا، في تعزيز “تحالف الحضارات” كونه أحد ركائز إستراتيجية القوة الناعمة في السياسة الخارجية القطرية التي تعتمد اليوم عليه بشكل فاعل وربما مؤثر لها مع الدول والشعوب الأخرى. وترتبط الفرضية بسعي دولة قطر لبناء علاقات دولية إيجابية من خلال استخدام أدوات وعناصر “تحالف الحضارات” مثل الثقافة والإعلام والتعليم والأنشطة الثقافية والمنتديات العلمية كأدوات لتعزيز تأثيرها وسمعتها في المجتمع الدولي، وهذا يمكن أن يساعد في تعزيز العلاقات مع الدول الأخرى، وفتح آفاق جديدة للتعاون الدولي في مختلف المجالات. وتعدّ الرياضة أحد ركائز “تحالف الحضارات” كوسيلة للدبلوماسية في قطر، استخدمت الرياضة كأداة دبلوماسية لتقوية العلاقات الدولية وتعزيز السلام، واستضافة الأحداث الرياضية الكبرى وهي توفر منصة للحوار والتعاون بين الدول، وتسهم في بناء جسور التواصل،ولها البنية التحتية الرياضية المتقدمة، واستثمرت بشكل كبير في تطوير بنية تحتية رياضية عالمية المستوى، مما جعلها مركزًا رياضيًا عالميًا. هذا الجهد جذب اهتمام العالم وساهم في تعزيز صورة قطر كمكان للتعاون والابتكار في مجال الرياضة. وبفضل هذه الجهود، أصبحت الرياضة في قطر أكثر من مجرد نشاط ترفيهي، بل أصبحت وسيلة لتعزيز “تحالف الحضارات” وتكريس قيم السلام والتفاهم بين الشعوب. وتقوم هيكلية البحث على مباحث عدة هي، المبحث الأول ويتحدث عن ماهو مفهوم القوة الناعمة، والمبحث الثاني دولة قطر و”تحالف الحضارات”، أما المبحث الثالث، فيتناول مونديال قطر2022 و تعزيز تحالف الحضارات، ثم الخاتمة مع الاستنتاجات والتوصيات .

Soft power in Qatari foreign policy

The “Alliance of Civilizations” is an international initiative aimed at enhancing mutual understanding and cooperation between different cultures and civilizations. This initiative has become part of the soft power strategy in the foreign policy of many countries, including the State of Qatar. As for the concept of soft power, which is the ability to influence others and attract them through attractive culture, values, and policies, rather than coercion or military force, countries that use soft power rely on their ability to enhance their positive image and international influence through cultural diplomacy, education, humanitarian aid, and public relations. Regarding soft power in Qatari foreign policy, the State of Qatar is one of the countries that invest heavily in soft power to enhance its international standing, through several means, namely education and culture. Qatar invests in education through initiatives such as the “Qatar Foundation” and “Education City”, which includes branches of many prestigious international universities. It also supports arts and culture through institutions such as “Katara”, and the Museum of Islamic Art. In the media, Al Jazeera satellite channel is considered one of Qatar’s most important tools in soft power, as it plays a major role in transmitting news and influencing international public opinion. Humanitarian diplomacy and Qatar actively participates in Providing humanitarian aid and relief in crisis areas. Which enhances its image as a country that supports peace and stability, and sports. Qatar’s hosting of the 2022 World Cup is a prominent example of using sports as a tool for soft power, as Qatar seeks through this event to strengthen its image as a modern and hospitable country on the global stage. As for the role of the “Alliance of Civilizations” in Qatari foreign policy, the Alliance of Civilizations is part of this strategy, as it aims to enhance dialogue between cultures, and the State of Qatar seeks. Through its support for the “Alliance of Civilizations”, to enhance dialogue and understanding between different cultures, and then the structure of this research is based It covers several topics. The first talks about what is the concept of soft power, the second is the State of Qatar and the “Alliance of Civilizations”, and the third topic deals with the 2022 Qatar World Cup and strengthening the “Alliance of Civilizations”.
