دور العلـوم الجغـرافية في التخطيط والتنمية الإقليمية

الملخص
شهدت الجغرافية منذ منتصف القرن الماضي توجهاً مكثفاً باتجاه الميادين التطبيقية، مع تزايد واضح في أعداد الجغرافيين الذين يشاركون في عمليات التخطيط خلال السنوات القليلة الماضية. فدور الجغرافي التطبيقي في التنمية والتخطيط ضرورة تنموية لابد منها لانه يشد أزر عمليات التنمية سواء في وضع الأطر التي تحتوي الأقاليم التخطيطية، وكشف خصوصية وتفرد كل إقليم تخطيطي، أو في بيان خصوصية وتفرد كل إقليم جغرافي .كما ان الجغرافي هو الاقدر على تحديد مناطق الخلل التنموي والمناطق التي تحتاج الى تخطيط يتناسب مع ماتحتويه من إمكانيات طبيعية وبشرية .
من هنا تبين هذه الدراسة دور العلوم الجغرافية في التخطيط والتنمية الإقليمية؛ إذ أصبح التخطيط والتنمية بأشكالهما المختلفة خيار استراتيجي مهم لرفاهية الشعوب والمجتمعات، ولاشك أن علم الجغرافية بفروعه المختلفة هو الأقدر على تحقيق التنمية من خلال التخطيط المثمر بسبب شمولية هذا العلم واتجاهاته المتشعبة والتشظي الكبير الذي شهدته فروعه .
ويهدف هذا البحث إلى بيان أهمية العلوم الجغرافية في التخطيط والتنمية الإقليمية بما يمتلكه علم الجغرافية من رؤى شمولية، من خلال ايضاح أهمية علم الجغرافيا، وتطوراته المعاصرة، وعلاقته بالعلوم والتكنولوجيا. ودراسة مفهومي التخطيط والتنمية، وأبعادهما. كما يهدف البحث إلى توضيح العلاقة الثلاثية بين التخطيط والتنمية والجغرافية، ورصد الاتجاهات الحديثة في الجغرافيا ودورها في التخطيط والتنمية. كما استهدف البحث أيضاً رصد دور الجغرافية التطبيقية في خدمة المجتمع، وبذلك يكون الهدف الرئيس لهذه الدراسة هو معرفة دور الجغرافيا في التخطيط ، ومن ثم يتبعه دور التخطيط في التنمية الإقليمية الشاملة التي تكفل النمو الحقيقي في كافة المجالات، بشكل متوازن ومتوازي هدفه الانسان ووسيلته الانسان ايضاً.
وقد أظهرت النتائج تمتع الجغرافي برصيد معلوماتي متنوع ومتكامل عن خصائص الإقليم الذي يخطط لتنميته ؛ كما يمتلك فكراً متطوراً ومستنيراً ورؤى متكاملة ومهارات فنية وبحثية وميدانية متنوعة تعمل من خلال منظومة واحدة لخدمة قضية التخطيط والتنمية الإقليمية. وأن الجغرافيا لم تعد مجرد وصف للمعالم بل أصبحت نظاماً معرفياً مركباً يجمع بين نتائج العلوم الطبيعية؛ لذا من الصعوبة أن تجد التنمية فرص النجاح دون أن يكون للجغرافية دوراً فيها لأن التنمية تستند على المتغيرات الطبيعية والبشرية وهي المضامين الرئيسة لعلم الجغرافية.
وقد أوصت الدراسة بأن يكون الجغرافي واحداً من فريق متخصص في التخطيط ، فمن شأن الخبرة الجغرافية أن تبصر هذا الفريق بكل العوامل والاعتبارات التي تتداخل في صياغة خلفية الخطة المستهدفة، لذا ندعو نحن الجغرافيين الوزراء والمسئولين عن عمليات التخطيط والتنمية إلى الاستعانة بالجغرافيين بصورة أساسية في فرق التخطيط والتنمية ومتابعة تنفيذ الخطط المستهدفة.

Abstract
Geographical witnessed since the middle of last century trend towards intensive fields applied, the numbers have increased geographers who are involved in the planning processes clearly during the past few years. The role of geographical applied in the development and planning may pull revetment development processes both frameworks which contain regions of planning, and detection specificity and uniqueness of each region diagram, or tightens the development processes best suited to the specificity and uniqueness of each geographic region.
From here, this study shows the role of science and geography in planning and regional development; since development has become Bochkalhma various planning and strategic choice is important for the well-being of people and communities, but no doubt that the science of geographic various branches is best able to achieve development through planning fruitful because of the comprehensiveness of this science.
This research aims to statement the importance of science and geography in planning and regional development, including geo-owned science of holistic visions, by clarifying the importance of geography, and contemporary developments, and its relationship to science and technology. And study the concepts of planning and development, and their removal. The research aims to clarify the tripartite relationship between planning and development, geographic, and monitoring trends in geography and its role in planning and development. Also targeted research also monitor the role of geographic applied in the service of society, and thus the main objective of this study is to find out the role of geography in the planning, and then followed by the role of planning in a comprehensive regional development to ensure that the real growth in all areas, in a balanced and parallel to human beings and human beings.

The study recommended that the geographical location and one of the team specializes in the planning, it would experience geography that insight this team with all the factors and considerations that interfere in the drafting of the background of the targeted plan, so we call we geographers ministers and officials from the planning and development processes to use Paljgravean mainly in the planning teams development and implementation of plans and follow-up target
