الملخص
ينبغي وضع وتنفيذ خطط وبرامج ناجزة من اجل اعادة بناء اجهزة الدولة ومؤسساتها شريطة ان يستند ذلك الى عقد اجتماعي جديد يقوم على اسس ومبادئ المواطنة وسيادة القانون ودولة المؤسسات واحترام حقوق الانسان وتطبيق العدالة الانتقالية وحل جميع التنظيمات المسلحة مع ادماج بعض عناصرها في الجيش الوطني والاجهزة الامنية وفق شروط وترتيبات معينة . ويجب ان تكون الاولوية لاعادة بناء الجيش الوطني والاجهزة الامنية على اسس وطنية احترافية بما يسمح باعادة الاعتبار لهيبة الدولة وتمكينها من بسط سيطرتها على اقليمها وتأمين السلام.

Abstract
Successful plans and programs should be developed and implemented in order to rebuild state agencies and institutions, provided that this is based on a new social contract based on the foundations and principles of citizenship, the rule of law, the state of institutions, respect for human rights, implementation of transitional justice, and the dissolution of all armed organizations with the integration of some of their elements into the national army and security services in accordance with Certain terms and arrangements. The priority should be to rebuild the national army and security services on a professional national basis, in a way that allows for the restoration of the prestige of the state and enables it to extend its control over its territory and secure peace.
