يعد الاستثمار في التعليم أساس رقي وازدهار وتقدم الافراد والمجتمعات في كل زمان ومكان ،وهذا ماتؤكده عملياً تجارب وسياسات دول ركزت في مسارها واستراتيجيتها التنموية على اهمية واولوية الاستثمار في الانسان بشكل عام والتعليم بشكل خاص . لاشك ان للتعليم دوراً هاماً في بناء المجتمع ، سواء تعلق الامر بتخريج الطلبة والكفاءات العلمية التي يحتاجها المجتمع او للمساهمة في صياغة ورسم مخططات التنمية الاقتصادية والاجتماعية ، وبما ان العنصر البشري يعد من العناصر الاساسية والمهمة التي تعتمد عليها السياسات التنموية في كافة المجتمعات ، هنا تبرز اهمية تهيئة العناصر البشرية واعدادها وهذا لايتم الا عن طريق التعليم الناجح ،أذ ان مساهمة التعليم في عملية التنمية يتوقف على نوعية إعداد الكادر البشري ومدى صلاحيته العلمية لمتطلبات المجتمع وتطلعاته من حيث التكوين والتأهيل والتدريب والتي تنعكس بصورة مباشرة في تحقيق التنمية المنشودة .
وفي ضوء ذلك يعد التعليم استثمار في رأس المال البشري يعود بفوائد كثيرة اقتصادية وغير اقتصادية على الافراد والمجتمع والدولة ككل . ومن فوائد التعليم على الافراد هو حصولهم على دخول مرتفعة في سوق العمل ورفع معدلات النمو الاقتصادي وتقليص مستويات الفقر وتحقيق العدالة في توزيع الثروة وهذا مايطلق عليه ( بالعائد النقدي ) من التعليم . ومن زاوية أخرى فان التعليم يسهم فعلياً في تحقيق كثير من المكاسب غير المادية التي لاتقل عن نظيرتها المادية ، كتحسين السلوك الصحي والرعاية الاجتماعية والصحية الجيدة والتنشئة الاجتماعية للأبناء والحد من الجريمة وتقليص معدلاتها وانتشارها وتحقيق التوافق والانسجام الاجتماعي بين الافراد والحفاظ على البيئة وتعزيز قيم المواطنة الصالحة والديمقراطية وهذا مايطلق عليه ( بالعائد الغير نقدي).

Abstract:
Investing in education is the basis for the advancement ,prosperity and advancement of individuals and societies everytime and any where this is confirmed in practice by the experiences and policies of countries that focused on their path and development strategy and the priority of investing in people in general and education in particular .
There is no doubt that education has an important role in building society ,whether it is related to graduating students and scientific competencies needed by society or to contribute to the formulation to the formulation and drawing of social and economic development plans and since the human element is one of the basic and important elements upon which development policiiesin all societies depend .
Here highlights the importance of preparing and preparing human elements,and this can only be done through successful education as the conttibution of education to the development process depends on the quality of the human cadre and extent of its scientific validity to the requirements of society and its aspirations in terms of training ,qualification and training which directly reflected in achieving the desired development.
In light of this ,education is an investment in human capital ,it brings benefits many are economic and uneconomic for individual and society as awhole. Among the benefits of education for individuals istheir high incomes in the labor market ,raising rates of economic growth, reducing poverty levels ,and achieving fairness in the disttibution of wealth ,this is called ( the monetary return )from education .on the other hand , education actualiy contributesto achieving many non – material gains that are no less than their material counter parts ,such as improving healthy behavior and good social and healthcare and the socialization of children ,and reducing crime and reducing rates and its spread and achieve harmony and social harmony among individuals ,preserving the environment and promting the values of good citizenship , and this is called a non- monetary return.
