مؤشرات تمكين المرأة العراقية في خطة التنمية الوطنية لعام 2017

المستخلص :
في عهد الستينيات أدرك المجتمع الدولي ان ” التمييز ضد المرأة ” أهم عقبات خطط التنمية ، وأولت ” الأمم المتحدة ” و”خبراء التنميـة” مسألة تمكين المرأة جل أهتمامها لتحقيق ” الديمقراطية ومجابهة التمييز” اذ ان إقصائها وتهميشها يجعلها طاقة مغيبة عن تحقيق التنمية .
وفي العراق عانت المرأة العراقية من التهميش والإقصاء في كافة مجالات الحياة بسبب الجذور التأريخية لسلطة الذكورية، وتراجع وضعها بشكل كبير بعد العام 2003، رغم ان الحكومة العراقية بذلت ما بوسعها لمعالجة التمييز بين الجنسين. وضمن الدستور العراقي لها الكثير من الحقوق دون تمييز على أساس النوع الاجتماعي فكفل لها حقها في التعليم والرعاية الصحية والمشاركة الإقتصادية وفي الأمن والحرية، والمشاركة السياسية وتبؤها المناصب القيادية وفق نظام ( الكوتا) لذلك فأن مشكلة تمكين المرأة لا تحققها القوانين والتشريعات فقط. وأعترافا بدورها على الصعيد العالمي ومساهماتها في مجتمعاتها، تحتم المسؤولية الوطنية على المسؤولين والأكاديميين تمكينها وضمان مشاركتها في صنع القرار، والحفاظ على قيمتها وقدراتها والتناغم عبر إستراتيجية التنمية المستدامة في بناء مجتمع يضمن للجنسين حقوق متساوية وتحقيق أعلى درجات الادماج الاجتماعي.
لذا فقد أعددنا بحثنا هذا في ثلاث مباحث بالتعرف على واقع المرأة العراقية والتعرف على البيئة التي تتسبب في كبت فاعليتها في مختلف جوانب الحياة والتي أثرت في تمكينها، وقد توصلنا الى إستنتاجات وقدمنا توصيات إرتئينا تسليط الضوء عليها بهدف رفع مستوى تمكين المرأة .

Indicators of empowering Iraqi women in the national development plan 2017

Abstract:
In the sixties of the last century, the international community realized that “ Discrimination against women” are the most important development, “United Nations “and “ Development experts” gave priority to the issue of empowering Women and most of their interest in the challenge to achieve ” Democracy and confronting the wonderful discrimination against Women, the woman represents the history of the country, so exclusion her and marginalization socially, economically and politically ,make her energy absent from achieving national development.
Iraqi woman suffered from marginalization and exclusion in all areas of life “Economic, social, and political” because of the historical roots of male authority. Then the status of women declined significantly after 2003 although “ the Iraqi government “ has done its best to address gender discrimination, and the “ Iraqi constitution” guaranteed many rights for women, Guarantee her the right to own property, learning, ,economic participation, political and Assuming leadership positions in parliament cording to quota system.
The problem of empowering women is not achieved by legislation and laws only, and in recognition of its global role and contribution to its society, “National responsibility requires officials and academics to empower her and ensuring the participation of women in decision – making at all levels, preserve her value, capabilities, harmony across the sustainable development strategy in building a society that guarantees equal rights for both sexes, to achieve social inclusion.
Therefore, we have prepare the research in three sections by learn about the Iraqi women and identifying the environment that caused the suppression of its effectiveness and its impact on the various aspects of life and its impact on their empowerment.
