الملخص
تعد المواطنة من القضايا القديمة المتجددة التي ما تلبث أن تفرض نفسها عند معالجة أي بعد من أبعاد التنمية بالمفهوم الإنساني الشامل بصفة خاصة ومشاريع الإصلاح والتطوير بصفة عامة، أما في عصرنا الحاضر فقد أصبحت المواطنة من أهم المشكلات المثيرة للجدل والبحث، لكونها ليست مجرد كلمة تعني الانتماء لوطن ما،انما هي مسؤولية وشرف لا يمكن بأي حال من الأحوال التملص منها أو ادعاؤها دون تحمل ما تعنيه من معان سامية.
ولقد اختلف الباحثين في معرفة أصول المواطنة اللغوية والاصطلاحية في الفكر العربي والغربي بل واختلط فيها مصطلحات أخرى مثل السلوك الحضاري،المدنية،المواطن الذي هي نفسها مشتقة من الكلمات الإغريقية.
لذا تناول هذا البحث المواطنة من حيث مفهومها اذ تبين أنها لها علاقة متبادلة بين الدولة والمواطنين وكذلك تعلقها بطرق مختلفة مثل حصول على الجنسية عن طريق الولادة أو نقلها بالوراثة،إضافة الى تناولها من الناحية الإسلامية فتبين أيضا علاقتها بين المسلم والحاكم،اما أهدافها في الإسلام فاهمها تبصير المتعلم للمفهوم الايجابية للمواطنة وإكسابه سمات المواطنة الفاعلة من حيث المشاركة والإسهام وتعزيز مفهومها والتبصير بحقوقه وواجباته،فضلا عن تميز الاختلاف بينها وبين الهوية،كون الهوية تمثل انتساب ثقافي الى المعتقدات والقيم،بينما اختلاف المواطنة عن الجنسية اذ تعد الجنسية هي ضمان للحقوق المواطن في المجتمع ، اما اختلافها عن الوطنية فتعد الوطنية عملية فكرية،كذلك بيان مستوياتها وابعادها وحقوقها وواجباتها ومكوناتها وعناصرها وصولا الى التوصيات .

Abstract
Citizenship is one of the old and renewed issues that soon impose itself when addressing any dimension of development in the comprehensive human concept in particular and reform and development projects in general. For a country, it is a responsibility and an honor that can in no way be evaded or claimed without bearing the lofty meanings it implies.
The researchers differed in the knowledge of the linguistic and idiomatic origins of citizenship in Arab and Western thought, and even other terms were mixed in it such as civilized behavior, civic, citizen, which itself is derived from Greek words.
Therefore, this research dealt with citizenship in terms of its concept, as it was found that it has a reciprocal relationship between the state and citizens, as well as its attachment in different ways, such as obtaining citizenship through birth or transferring it by inheritance, in addition to dealing with it from an Islamic point of view, it also shows its relationship between the Muslim and the ruler, and its goals in Islam are the most important The learner’s awareness of the positive concept of citizenship and its acquisition of the features of active citizenship in terms of participation and contribution, strengthening its concept and awareness of his rights and duties, as well as distinguishing the difference between it and identity, since identity represents a cultural affiliation to beliefs and values, while citizenship differs from citizenship, as citizenship is a guarantee of the rights of citizens in society As for its difference from patriotism, patriotism is an intellectual process, as well as a statement of its levels, dimensions, rights, duties, components and elements, in order to reach recommendations.
