الملخص
أستهدف البحث الحالي التعرف على تقييم جودة التعليم الالكتروني في الجامعات الحكومية والأهلية وتحقيقا لذلك أختار الباحث عينة مؤلفة من (600) تدريسي وتدريسية , توزعت العينة على ثلاث محافظات ولكل محافظة جامعتين حكومية – أهلية, وشملت المحافظات ( بابل , القادسية , كربلاء) والجامعات ( جامعة بابل , جامعة المستقبل , في بابل ) ( جامعة القادسية , والجامعة الإسلامية , في القادسية) ( جامعة كربلاء , جامعة وارث الأنبياء , في كربلاء )، وتم اختيارهم بالطريقة العشوائية ذات الاسلوب المتناسب وقد تبنى الباحث مقياس وزارة التعليم العالي والبحث العلمي وتم تطبيقه في الجامعات الحكومية والأهلية على عينه من التدريسين وفق التخصص والجنس وسنوات الخدمة. والمكون من (40) فقرة وزعت على ثلاث مجالات (المجال الأول: ادارة التعلم الإلكتروني بواقع (20) فقرة , المجال الثاني: المحتوى التعليمي الرقمي بواقع (8) فقرات , المجال الثالث: التقويم والتقييم) واستخرج له الخصائص السيكومترية من صدق باستعمــال ( الصدق الظاهري ) وثبات باستعمال طريقة ( ألفا كرونباخ )
وقد أظهرت نتائج البحث ما يأتي:
1- أن عينة التدريسين لديهم توجه إيجابي نحو التعليم الإلكتروني.
2- توجد فروق ذات دلالة احصائية في جودة التعليم الالكتروني من قبل الهيئة التدريسية في الجامعات تبعا للمتغيرات الجنس (ذكور, اناث)، والتخصص (علمي, انساني) ، ونوع الجامعة (حكومي, اهلي) ، اذا تبين وجود فروق بين (الذكور والاناث ) من التدريسين ولصالح الذكور, وكذلك اظهرت النتائج على وجود فروق بين تخصصات التدريسين من (العلمي والانساني) لصالح التخصص العلمي, واظهرت النتائج ايضا وجود فرق بين الجامعات (حكومي ، اهلي) لصالح الجامعات الحكومية.

The current research aimed to identify the evaluation of the quality of e-learning in public and private universities, and to achieve this, the researcher chose a sample consisting of (600) male and female teachers. Babylon, University of the Future, in Babylon) (University of Al-Qadisiyah, and the Islamic University, in Al-Qadisiyah) (University of Karbala, University of the Inheritors of the Prophets, in Karbala), and they were chosen in a random manner with a proportional method. The researcher adopted the scale of the Ministry of Higher Education and Scientific Research and it was applied in universities Governmental and private teachers are the same, according to specialization, gender, and years of service. It consisted of (40) paragraphs distributed into three fields (the first field: e-learning management with (20) paragraphs, the second field: digital educational content with (8) paragraphs, the third field: evaluation and evaluation). virtual) and stability using the (Alpha Cronbach) method.

There are statistically significant differences in the quality of e-learning by the teaching staff in universities according to the variables of gender (male, female), specialization (scientific, human), and the type of university (governmental, private), if there are differences between (male and female). Of the teachers and in favor of males, and the results also showed that there are differences between the teaching specializations (scientific and human) in favor of the scientific specialization, and the results also showed that there is a difference between universities (governmental, private) in favor of public universities.
